Operation HADIN KAI Clears Man Earlier Reported as Terror Suspect, Reaffirms Commitment to Due Process
MAIDUGURI, Nigeria — Operation HADIN KAI (OPHK), the military joint task force leading counter-insurgency operations in Nigeria’s North-East, has officially cleared an individual who was previously reported as a suspected terrorist, stating that comprehensive investigations found no evidence linking him to any terrorist organisation.
The clarification comes in response to media reports published on 14 July 2026, which identified the individual as a terror suspect after he was intercepted by troops of the 68 Battalion during an exploitation operation following the terrorist attack on Cross Kauwa.
In a statement issued on 23 July 2026, the Theatre Command explained that the man’s arrest was part of routine operational procedures aimed at protecting communities from terrorist infiltration, particularly in border areas frequently exploited by insurgent groups for movement, logistics, and cross-border activities.
According to the military, the individual has now been identified as Aboubakar Muhammad Zein-Nur, popularly known as Houdairi.
Operation HADIN KAI noted that troops encountered the man during a security operation conducted after the Cross Kauwa attack, a period when military personnel were actively pursuing fleeing terrorists and screening individuals moving through strategic border corridors.
Given the volatile security environment in the Lake Chad region and the increasing use of transnational routes by terrorist groups, soldiers considered it necessary to detain him for profiling and further investigation.
Military authorities stressed that the decision was taken strictly in line with established operational procedures designed to identify potential threats while protecting innocent civilians.
Following extensive intelligence gathering, profiling, and other investigative processes, the military concluded that there was no evidence connecting Aboubakar Muhammad Zein-Nur to Boko Haram, ISWAP, or any other known terrorist organisation.
Investigators established that he is a resident of Shattu Anguba Village in Bosso, Republic of Niger, where he earns his livelihood as a camel rearer.
According to the findings, his activities involve grazing camels beyond the River Komadougou, an area that lies within a border region often monitored by security forces because of persistent insurgent movements.
Based on these findings, Operation HADIN KAI officially cleared him of any terrorist links.
The Theatre Command emphasized that military operations in conflict zones require personnel to exercise extreme vigilance due to the tactics employed by terrorist groups.
According to the command, insurgents often disguise themselves as traders, herders, fishermen, or ordinary travellers while transporting logistics or attempting to evade security forces.
For this reason, individuals intercepted under suspicious circumstances are routinely subjected to detailed screening, intelligence verification, and due process before conclusions are reached.
The military stressed that such procedures are intended not only to identify genuine security threats but also to protect innocent civilians from wrongful classification.
Operation HADIN KAI reaffirmed that its operations are guided by professionalism, respect for human rights, and adherence to the rule of law.
The command stated that while troops remain committed to denying terrorists freedom of movement and operational space across the North-East, they are equally determined to ensure that innocent individuals are not unfairly associated with terrorist activities.
The statement added that balancing aggressive counter-terrorism operations with respect for due process remains a core principle of the military’s operational strategy.
The clarification also highlights the importance of continuous investigations before individuals are permanently labelled as criminal suspects.
Security analysts have often noted that conflict environments present complex operational challenges, where initial suspicions based on intelligence or battlefield circumstances may later be disproved through comprehensive investigations.
The military’s decision to publicly announce the outcome of its investigation demonstrates an effort to promote transparency and reinforce public confidence in its procedures.
